80% of the troops who died in combat during the last three months were killed by I.E.D.’s. This figure is up from 50% since the start of the “surge”, despite our having spent billions to combat the threat. The military plans to spend 4 billion more to combat explosives this year. The Pentagon has a “Joint I.E.D. Defeat Organization” led by Gen.Montgomery C. Meigs, a retired Army officer, who says the threat cannot truly be defeated. He feels that we will never solve the problem untill we get better intelligence to break up the I. E. D. cells. These cells are smaller and more decentralized than traditional targets of American intelligence. The bombers are divided into three basic camps, those with Al Qaeda in Mesopotamia strive for more spectular blasts in mosques, government buildings and marketplaces. Shiite forces are using sophisticated technology which is believed to be supplied by Iran, while Sunni insurgents are using homemade but deadly bombs.
