Al-Qaeda is now launching attacks in Pakistan. Al-Qaeda insurgents coming into Afghanistan from Pakistan is down about 40%. Al Qaeda has re-established itself in the frontier area of Pakistan and seems to have started attacks on the Pakistani government and Pakistani people. While U.S. forces do not operate in Pakistan, America provides millions of dollars in military aid and is planning to further improve Pakistani forces through additional training and equipment.
Secretary Gates says that a small number of troops, about 7,500, are needed in Afhanistan. additional 7,500 troops could be drawn from American forces. Gates had been pressing the NATO allies for more troops but the troops probably will be drawn from U.S. forces. When the American troop presence in Iraq begins dropping, it may be easier for the U.S. to send small amounts of additional forces to Afghanistan in 2008. These plans are conditions-based and will depend on analysis and recommendations that senior military commanders and advisors to the president make in March.
