After being called to task by 11 Republican Senators, Bush seemed to waffle a bit from his hard line when he said that benchmarks might be a good idea. Nothing was said about consequences. Unless there are conquences then benchmarks don’t have much meaning. In my opinion, I believe that Bush will veto any bill that suggests consequences. Agreeing to benchmarks seems like a smokescreen to me.
